Origins of Phrase "The Circus Leaves Town"

Internet searches tend to bring up either the 1995 Kyuss album, or the song by Eric Clapton. I’m interested in the origins that brought about the use or concept of “The circus leaving town” as a statement of finality, or sadness after laughter. This seems to be my impression of the phrase.

Did it originate with the Charlie Chaplin film “The Circus”?
